Democracy is one of the underlying and fundamental principles of the union. Conventions are gatherings of delegates who represent the interest of the members of the union.  At Conventions, delegates make decisions on a variety of issues and set the path for the union’s future actions.

Conventions are an opportunity for members from across the country to meet and reflect on the union’s accomplishments, decide on changes that may be needed and continue the work of building a strong national union.

At Conventions:

  • Political leaders are elected.
  • The budget is reviewed and approved and the dues rate set.
  • Amendments to the Constitution are made.
  • Policy papers (reports on issues facing the union and the union’s plan for addressing those issues) are discussed, possibly amended and approved.
  • Resolutions (written recommendations submitted by Locals, Components, regional convention and national conferences) are debated and voted on.

The Prairie Voice Awards was created to recognize and salute the tireless work our members do every day in their locals, their committees or area councils, and their communities. It’s a way for us to say thank you to members for their commitment to the labour movement and their efforts to make our union stronger. The awards were handed out on April 22, 2017 as part of the PSAC Prairie Region Triennial Convention's banquet dinner held at the Canadian Museum for Human Rights.

The day began with the election of the Regional Executive Vice-President (REVP), Alternate REVP, and 2nd Alternate REVP. UNE National President Doug Marshall chaired the elections and voting was done using electronic voting devices. Delegates recommitted their support to Marianne Hladun for a second elected term as REVP. She ran on her "proven past," which includes experience on the regional council, as a bargaining team member, as a national officer and a Vice President to a Federation of Labour.

Day two opened with an address from Kevin Rebeck, Manitoba Federation of Labour President, who brought greetings to delegates on behalf of the more than 100,000 working women and men across the province that the Manitoba Federation of Labour’s affiliates represent. The duration of the morning was spent on resolutions debate. Convention took recess at lunch because PRC elections were scheduled all afternoon.

Marianne Hladun opened Convention with an energizing address to delegates about the past three years of activism, activities and successes. Reflecting on the 50th Anniversary of PSAC, Hladun said "We’ve come a long way from our humble beginnings in 1966 and I wouldn’t think twice about saying PSAC is among the strongest unions in Canada. And it’s because of our members."

CARRIED The following resolutions were passed at the 2017 PSAC Prairie Region Triennial Convention in Winnipeg and will be forwarded to the PSAC National Triennial Convention, scheduled to be held from April 29 to May 4, 2018 in Toronto, for consideration. See the full resolutions package.

Elections were held throughout the weekend at the PSAC Prairie Region Triennial Convention. Delegates elected 14 representatives in their respective caucuses that will serve on the Prairie Region Council, as well as Regional Executive Vice-President and Alternate REVP.

Marianne Hladun was re-elected as Prairies Regional Executive Vice-President (REVP) at the PSAC Prairie Region Triennial Convention in Winnipeg. Delegates recommitted their support to Hladun for a second elected term. She was previously elected in 2014, and she served for two years as REVP prior to that, after Robyn Benson was elected PSAC National President in 2012.

The attached documents will be provided in Convention kits upon registration to all pre-registered delegates, observers, guests and staff. Resolutions packages will not be mailed out in advance Registration will begin Thursday, April 20 from 5:00 p.m. to 8:00 p.m. on the Mezzanine Level of the Fairmont Winnipeg. Registration will continue in the same place on Friday, April 21 from 7:15 a.m. to 8:15 a.m.

With under three weeks to go until the Prairie Region Triennial Convention, delegates and observers are reminded to review the resolutions before arriving at Convention to ensure they are prepared for component caucus meetings and to better equip themselves for Convention debate. All resolutions, including Convention committee recommendations and rationale, have been posted on the PSAC Prairie Region website. Convention delegates and observers will also receive printed copies in their kits upon registration at Convention.
