Based on frequently asked questions and past issues with submissions, we’ve revised the reporting procedures document to include operational guidelines for committees and area councils, as well as financial procedures. This guide outlines important procedures and includes sample financial documents and fillable PDFs (Appendix A–E). We’ve also included an Excel spreadsheet (containing three different sheets) to aid with budget and financial statement preparation. Please use the appropriate forms included with the package.

The 2015 Prairie Region Health & Safety Conference was held November 21-22, 2015 in Winnipeg with over 60 PSAC members in attendance from across the Prairies.

The following flow charts are meant to assist members in understanding how the bargaining process has changed due to Bill C-4, especially with respect to essential services. Each chart follows the same template but is marked with an expiry date unique to the corresponding collective agreement. These charts were developed for the National Bargaining Conference and are also being distributed at multi-local meetings throughout the Prairies.

Attached are two documents to assist Prairies Area Councils and Committees in preparing for and holding meetings.The sample agenda is a general template (Microsoft Word) for a meeting agenda that can be customized as needed by Area Councils and Committees. The agenda can be used by chairpersons for pre-meeting speaker's notes and secretaries to record the meeting minutes. The sample minutes (PDF) is meant to let the secretary or note-taker know what should be included under each line of the agenda.

This Bill C-4 overview was first presented to delegates at the PSAC National Equity Conference in Toronto, November 18-22, 2013. It gives a complete overview of the attack on labour, specifically highlighting Bill C-4, which attacks collective bargaining and removes health and safety protections.

The grievance dealt with a claim by the union to union security. The union sought a union shop, which permitted the employer to engage employees at large but required that within a stated time after engagement they joined the union or were dismissed if they did not.
